Traditionally that has been used as a limiting admonishment - not an uplifting one, due to the paradigm of superior control.

Let us explore how anyone superior may be identified, as in “Standing”.

First, “Legislative Standing at Council” is achieved by forming one’s own Prime Council consisting 4 Pillars and 20 members/peers/witnesses.
